French for Canada: What CLB 7 Means in TCF and TEF

Canadian immigration does not talk about A1-C2. It uses the Canadian Language Benchmarks (CLB, or NCLC in French), and a French test result has to be converted into a CLB level for each skill before it counts. The number people aim for most often is CLB 7, which is roughly the European B2. This post explains what CLB 7 means, which French tests IRCC accepts, how the scores convert, and what that means for preparation.

Which French tests count

For economic immigration (Express Entry and most provincial programmes), IRCC accepts two French tests:

  • TCF Canada (France Éducation International)
  • TEF Canada (CCI Paris Île-de-France)

Both test four skills (listening, reading, writing, speaking), and each skill gets its own score, converted to a CLB level. Results are valid for two years for an application.

What CLB 7 means

CLB 7 is where you can take part in most everyday and work conversations, follow the main points of a discussion, write a clear message or short report, and explain and justify an opinion. On the European scale that sits at about B2 in each skill. It matters because many programmes set CLB 7 as a minimum for the first official language, and because the Comprehensive Ranking System gives substantially more points from CLB 7 upwards, and extra points for strong French.

How the scores convert

IRCC publishes a conversion table for each test and each skill: for example a TCF Canada score range in listening maps to CLB 7, a different range in reading maps to CLB 7, and so on. The tables are not symmetric between skills, and they change occasionally, so look them up on canada.ca for the version in force when you apply. Plan for the weakest skill: a profile is scored skill by skill, and one CLB 6 can cost more than a CLB 9 elsewhere earns.

TCF Canada or TEF Canada?

Both are accepted equally. People choose on practical grounds: which centre has a date before the Express Entry profile deadline, which format they have practised, and which one their provincial programme mentions. The TCF has shorter tasks and a computer-based format in many centres; the TEF has more structured writing tasks. If you have time, try an official sample of each.

How to prepare the vocabulary

The CLB 7 tasks are argumentative and practical at the same time: a message to an organisation, an article giving an opinion, a conversation in which you persuade or advise. The words that pay most are:

  • connectors that structure an argument (cependant, par ailleurs, en revanche, par conséquent);
  • phrases for opinion, advice and concession;
  • vocabulary on work, housing, health, education and public life in Canada and France;
  • formal register for letters and messages to organisations.
