CELI B1 Cittadinanza certifies B1, the level Italian citizenship by residence or marriage requires. Check that the certificate comes from an approved body.

No. The certificate has no expiry date. Some authorities, universities or employers only accept certificates up to a certain age, so check what the place you apply to asks for.
Rules differ by exam and centre. Ask your centre whether you can resit only the part you did not pass, and for how long a passed part counts.
